Who we help
Municipal and Government Fleets
Municipal and government fleets serving San Juan Capistrano operate buses, fire apparatus, ambulances and public works trucks under procurement rules and public accountability. OCRV Center repairs body, structure, paint and graphics on those vehicles in shop at the Yorba Linda facility, with documentation formatted for public records.
The situation
A fleet supervisor or procurement officer at a city, district, transit agency or public works department, responsible for vehicles that the public sees and that cannot simply be taken out of service. They work inside purchase order rules, competitive quoting requirements and budget cycles, and they need documentation that survives an audit. They are less interested in speed for its own sake than in a vendor who quotes accurately, invoices against the purchase order, and does not create paperwork problems downstream. Accuracy and audit ready documentation matter more to them than turnaround speed alone.
Public fleet work is a different discipline from commercial work, and the difference is not technical. The repair on a damaged transit bus panel is broadly the repair on a damaged coach panel. What changes is everything around it: the quote has to be itemized in a form a purchasing department can process, the invoice has to reference a purchase order, the scope cannot expand without written authorization through a defined channel, and the whole file has to be legible to somebody reviewing it two years later who was never involved. Paperwork discipline is not overhead on a public file, it is part of the work.
That constraint is worth taking seriously rather than treating as friction. Agencies stop using vendors who create paperwork problems, no matter how good the metalwork is. So we quote in writing with operations itemized and priced against published rates, we do not perform work outside an authorized scope, and any change is submitted as a written revision for approval before it happens. It is slower on a single job and it is why agencies keep coming back rather than requoting every time. Agencies keep vendors who make procurement simple and drop the ones who do not.
Livery and markings are more exacting on public vehicles than most people expect. Agency colors are specified, striping layouts are dimensioned, department seals have approved artwork, unit numbering follows a scheme, and reflective conspicuity markings on apparatus follow a defined pattern for a reason. Reproducing that from a photograph is not acceptable. We work from supplied specifications and artwork, keep them on the account, and confirm the layout with the fleet supervisor before anything is applied rather than after. Confirming a layout before application avoids refinishing a unit that was already correct.
Specialty bodies are where fabrication earns its place. Apparatus compartments, ambulance module structures, public works bodies and equipment mounts are low volume assemblies with no parts catalog behind them, and after twenty years the original builder may not exist. We rebuild those to a written specification, matching material and section, and we document the work with photographs and dimensions because the next person to repair that vehicle will need to know what was done and why. The next person to open that compartment will need to know exactly what changed.
Downtime planning is a scheduling problem rather than a speed problem. A public works truck or a bus is on a service assignment, and taking it out requires notice, coverage and sometimes a board or department approval. So we agree the window in advance, order parts ahead of arrival where the scope is known, and hold to the return date or communicate early if a component lead time moves it. Agencies plan around accurate dates far more comfortably than around optimistic ones. A window agreed in advance is far easier for an agency to staff around.
Vehicles come to the Yorba Linda facility at 23281 La Palma Ave, roughly twenty six miles north of San Juan Capistrano and accessible from the 241, Interstate 5, the 91 and the 57. There is space and door height for full size buses and apparatus, which is the practical constraint that rules out most shops. For quoting, procurement documentation or to arrange an assessment, the number is (949) 799-3387. Door height and yard space are the practical constraints that rule most shops out.
What gets in the way
- Vehicles are in continuous public service and cannot be taken down casually
- Procurement rules require quoting and paperwork most body shops do not produce
- Repairs must be documented well enough to survive an audit or a records request
- Agency livery, striping and reflective markings have exact specifications
- Specialty bodies and equipment have no catalog parts and require fabrication
- Budget cycles constrain when work can be authorized regardless of need
- Damage on a public vehicle attracts attention that a private one does not
- Multiple departments and vendors with no consolidated vehicle history
What the shop does
- Provide written itemized quotes formatted for purchase order and procurement review
- Repair collision and structural damage on buses, apparatus, ambulances and public works trucks
- Fabricate and weld replacement structure, mounts and body components where no part exists
- Refinish full vehicles and reproduce agency livery, striping and lettering to specification
- Replace and restore reflective conspicuity markings to the required pattern
- Replace glass and reseal window and door openings on large vehicles
- Produce per unit condition reports with photographs suitable for public records
- Schedule work into agreed windows so units come out of service predictably
On the insurance side
- Public agencies are frequently self insured or carry a pooled program with a high retention, so the repair is often paid directly rather than through a carrier claim. We quote and invoice to whichever route the agency uses.
- Where a third party caused the damage, subrogation depends on documentation. Dated fixed position photographs, a written condition report and an itemized scope are what make recovery straightforward.
- Where a carrier is involved, OCRV Center bills directly on approved scope and submits supplements with photographs. It is an independent facility with no network, program or preferred relationship with any insurer.
- Fabricated structure and specialty body components have no catalog line, so they are quoted as fabrication hours against the posted rate with the material, method and design intent described for the record.
- Documentation is written to be readable by somebody who was not present, because on a public fleet the audience for a repair file may include auditors, counsel or a records request rather than only a fleet supervisor.
